The county shall be financially responsible for the cost of all consulting fees for the surveying and design or roadway construction plans, right-of-way surveys and the preparation of all deed and easement documents, for the recording of all right-of-way deed and easement documents, the cost of the installation of all driveway culvert pipes, the cost of purchase and installation of all cross drain pipes and headwalls, and the cost of all traffic control devices and the installation and maintenance of the devices, and the cost of continued maintenance.
