(a) In addition to any and all other costs and charges of courts, there shall be taxed as costs the sum of two dollars ($2) in each civil or quasi civil action, criminal case, quasi criminal proceeding, or any other case of any kind whatsoever filed in the probate, district, or circuit courts in Morgan County.

(b) The additional costs shall be collected as other costs in such cases are collected and paid to the Treasurer of Morgan County and shall be kept by him or her in a separate fund designated as Morgan County Law Library Fund and may be expended as are other sums deposited in the fund.
