All junkyards, licensed pursuant to Section 11-80-10, located within the unincorporated areas of Mobile County shall comply with the following:

(1) The junkyard shall maintain privacy fences of at least six feet in height around the perimeter of the junkyard.

(2) The junkyard shall not stack more than four automobiles per stack.
