- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. The department of management and budget may sell, at a price determined by the legislative service bureau, extra copies of the public and local acts which are not required for statutory distribution, which sale shall be at not less than the actual cost of the extra copies, and shall account for the sales to the state treasurer, and pay the money received for those extra copies into the state treasury monthly.
