Sec. 34.7. (a) “Paper ballot” refers to a ballot that is:
(2) designed to be counted by hand and not counted on an automatic tabulating machine.
(1) marked by a voter using a pen or pencil; and
(b) “Paper ballot” does not include a ballot card.
