‘Foreign vehicle’ means every motor vehicle, trailer or semitrailer which has been brought into this State otherwise than in the ordinary course of business by or through a manufacturer or dealer and which has not been registered in this State. The term does not include a retired military vehicle which is registered pursuant to NRS 482.3817.
