(a) Commencing with the next term of office beginning in January of 1999, the Sheriff of Madison County shall receive an annual salary of seventy thousand dollars ($70,000).

(b) The Sheriff of Madison County shall not receive any monetary compensation of any kind other than reimbursements for itemized expenses and other than the annual salary set forth herein.
