(a) On or before September 1, 1980, all full-time employees of the Mobile Housing Board shall be placed under the classified service of the merit system of Mobile County’s Personnel Board.

(b) The personnel director of the county shall promulgate such rules and regulations as shall be necessary to place any such full-time employees, who are not presently in such classified service, under such system.
