A person may not make an expenditure

(1) anonymously, unless the expenditure is

  • ballot: means any document provided by the director on which votes may be cast for candidates, propositions, or questions. See Alaska Statutes 15.80.010
  • person: includes a corporation, company, partnership, firm, association, organization, business trust, or society, as well as a natural person. See Alaska Statutes 01.10.060
  • proposition: means an initiative, referendum, or constitutional amendment submitted at an election to the public for vote. See Alaska Statutes 15.80.010
(A) paid for by an individual acting independently of any person;
(B) made to influence the outcome of a ballot proposition as that term is defined by Alaska Stat. § 15.13.065(c); and
(C) made for

(i) a billboard or sign; or
(ii) printed material, other than an advertisement made in a newspaper or other periodical;
(2) using a fictitious name or using the name of another.
