Any animal control officer or regional animal control officer appointed pursuant to § 22-328, 22-331 or 22-331a, as applicable, or any law enforcement officer may interfere to prevent any act of cruelty upon any dog or other animal, and any person who interferes with or obstructs or resists any such officer in the discharge of such duty shall be guilty of a class D misdemeanor.
