Any “stop sale” order issued by the seed control officer to enforce the provisions of sections 22-61c to 22-61f, inclusive, shall prohibit the sale, conditioning and movement of such seed, except upon the approval of said seed control officer, until such officer finds that any requirement of sections 22-61c to 22-61f, inclusive, is met and, as a result of such finding, said control officer issues a release from said “stop sale” order. Any person aggrieved by a “stop sale” order issued by the seed control officer may appeal such order to the Superior Court.
