The inner envelope, in which the absentee ballot has been inserted by the absentee ballot applicant, shall be returned to the municipal clerk in an outer envelope endorsed on the outside with the words: “OFFICIAL ABSENTEE BALLOT”. The outer envelope shall also contain (1) blank spaces for the name and return address of the sender and spaces upon which the municipal clerk, before issuance of the ballot and envelopes, shall insert the applicant’s name, voting residence by street and number, voting district, the date of the primary, election or referendum at which the ballot is to be cast and, if the absentee ballot is to be cast at a primary, the name of the party holding the primary and (2) a notice, sufficient to warn any person handling the ballot, of the restrictions set forth in § 9-140b concerning who may possess or return the ballot and the restrictions and penalties set forth in § 9-359 concerning the completion or execution of absentee ballots. The clerk shall also inscribe his official address for the return of the ballot on the outer envelope prior to issuance of the ballot and envelopes. All outer envelopes shall be serially numbered.

  • Ballot: means paper or other material containing the names of the candidates or a statement of a proposed constitutional amendment or other question or proposition to be voted on. See Connecticut General Statutes 9-1
  • Election: means any electors' meeting at which the electors choose public officials by use of voting tabulators or by paper ballots as provided in §. See Connecticut General Statutes 9-1
  • Municipal clerk: means the clerk of a municipality. See Connecticut General Statutes 9-1
  • Referendum: means (1) a question or proposal which is submitted to a vote of the electors or voters of a municipality at any regular or special state or municipal election, as defined in this section, (2) a question or proposal which is submitted to a vote of the electors or voters, as the case may be, of a municipality at a meeting of such electors or voters, which meeting is not an election, as defined in subsection (d) of this section, and is not a town meeting, or (3) a question or proposal which is submitted to a vote of the electors or voters, as the case may be, of a municipality at a meeting of such electors or voters pursuant to §.   • Voting district: means any municipality, or any political subdivision thereof, having not more than one polling place in a regular election. See Connecticut General Statutes 9-1
