Any person for whom sterilization is sought shall have the following procedural rights:
(1) The right to counsel;
(2) The right of cross-examination;
(3) The right to present the persons own evidence;
(4) The right to compel the attendance of witnesses; and
(5) All other rights of civil litigants in the Court of Chancery.

- Evidence: Information presented in testimony or in documents that is used to persuade the fact finder (judge or jury) to decide the case for one side or the other.
- sterilization: means any surgical or medical procedure intended to render a person permanently unable to procreate. See Delaware Code Title 16 Sec. 5701
