(1) Requests to establish or modify a revolving fund must be submitted in writing to the Department. Requests shall be sent to:

  • Evidence: Information presented in testimony or in documents that is used to persuade the fact finder (judge or jury) to decide the case for one side or the other.
    (2) The Department will provide written approval of revolving fund requests indicating the approved dollar amount and types of expenditures when the written request is received, if the written request:
    (a) Is signed by the requesting agency’s Chief Financial Officer or equivalent,
    (b) Provides evidence of good cash management practices, and
    (c) Provides justification of the need to have the funds outside of the State Treasury.
    (3) Annually, the Department will notify selected agencies in writing of any revolving funds for which a continuation must be furnished.
    (4) The Department may reduce or cancel a revolving fund authorization due to an agency’s failure to comply with the revolving fund rules or authorization.
