person in possession of a stock of lawfully acquired alcoholic beverages following the revocation or voluntary surrender of, or failure to renew a license, may sell such stock, under supervision of the Board in such manner as the Board shall provide by regulation, to a licensee authorized to sell such alcoholic beverages.
