(a) Any person engaging in panhandling in violation of any provision of this Article shall be subject to a fine of Two Hundred Dollars ($200.00) for the first offense and Five Hundred Dollars ($500.00) for any subsequent offense. Each and every such offense is a violation of the traffic code and in turn constitutes a civil violation punishable under the terms of Title 16 Guam Code Ann., § 9108.

(b) The Guam Police Department has the authority to enforce this Act and may, in connection therewith and pursuant to
§ 3401.1(h) of Article 4, Chapter 3 of Title 16, Guam Code
Annotated, the Chief of Police is authorized to enlist police reservists or CAPE volunteers to assist the Guam Police Department in the enforcement of this Act, upon the completion of training deemed necessary by the Chief of Police for the enforcement of this Act.
