Terms Used In 1 Guam Code Ann. § 1906

  • Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
The Public Auditor shall be

(a) a citizen of the United States and a resident of Guam for the five (5) years preceding his or her election, and

(b) shall not have been convicted of a felony or sus- pended in any U.S. or non-U.S. jurisdiction by an ethics

board overseeing the certified public accountant or attorney, as the case may be.

(c) The Public Auditor must either:

(1) be a certified public accountant, or

(2) be an attorney at law, or

(3) have at least five (5) years of experience in the establishment or enactment of government budgets.
