1 Guam Code Ann. § 411

e Lieutenant Governor of Guam shall have custody of the Great Seal of the Territory of Guam and shall affix the Seal to all executive orders, proclamations and all other executive documents requiring the seal of the Territory.

Also, this Section is conformed to similar language in this Title referring to all documents Arequiring@ a seal. All executive documents do not require a seal and the seal has not, in the past, been used on all executive office documents.
