Except as otherwise specifically provided, the Department does hereby assume all the powers, duties and responsibilities of the Department of Finance as set out in this Title and the Department of Labor and Personnel as set out in Title 4 Guam Code Ann.. The Department shall also be responsible for administering the Records Management Law [Art. 6 of this Chapter] and the Automatic Data Processing Program [Art. 2 of this Chapter].
