The Director may enter into contracts and other agreements for and on behalf of Guam, including the cooperative agreements within the purview of § 203(n) of the Federal Act (40 U.S.C.
484(n)) with Federal agencies, as well as agreements with other
SASP or groups and associations thereof which will promote the administration of this Article.
