(a) The State Police Vehicle Fund is created as a special fund in the State treasury. All moneys in the Fund, subject to appropriation, shall be used by the Illinois State Police:
(1) for the acquisition of vehicles for the Illinois

(2) for debt service on bonds issued to finance the

acquisition of vehicles for the Illinois State Police; or
|
(3) for the maintenance and operation of vehicles

for the Illinois State Police.
