“Agricultural seeds” include the seeds of grass, forage, oil, cereal, and fiber crops and other kinds of seeds commonly recognized within this State as agricultural seeds, lawn seeds and mixtures of such seeds, or as determined by regulations adopted by the Department. The term “agricultural seed” may include noxious weed seeds when the Director of Agriculture determines that such seed is being used as agricultural seed.
