A signatory may rescind a voluntary acknowledgment or denial by filing a signed and witnessed rescission with the Department of Healthcare and Family Services as provided in Section 12 of the Vital Records Act, before the earlier of:
         (a) 60 days after the effective date of the voluntary
    
acknowledgment or denial, as provided in Section 304 of this Act; or
        (b) the date of a judicial or administrative
    
proceeding relating to the child (including a proceeding to establish a support order) in which the signatory is a party.

  • Rescission: The cancellation of budget authority previously provided by Congress. The Impoundment Control Act of 1974 specifies that the President may propose to Congress that funds be rescinded. If both Houses have not approved a rescission proposal (by passing legislation) within 45 days of continuous session, any funds being withheld must be made available for obligation.
