Sec. 1.5. (a) In a proceeding conducted under IC 4-21.5-5, the court shall apply the standard described in IC 4-21.5-3-27.5 regarding an order for the payment of attorney‘s fees.

     (b) An order for the payment of attorney’s fees under this section is not subject to sections 2, 3, and 4 of this chapter.
