Sec. 11. (a) The department may receive gifts and grants under terms, obligations, and liabilities that the commissioner considers appropriate.
(1) to carry out this chapter; and
(b) The commissioner shall use a gift or grant received under subsection (a):

- commissioner: refers to the commissioner of the department. See Indiana Code 4-13-12.1-1
- department: refers to the Indiana department of administration created by IC 4-13-1-2. See Indiana Code 4-13-12.1-2
- Gift: A voluntary transfer or conveyance of property without consideration, or for less than full and adequate consideration based on fair market value.
- Liabilities: The aggregate of all debts and other legal obligations of a particular person or legal entity.
(2) according to the terms of the gift or grant.
