Sec. 9. As used in this chapter, “qualified distributor” means a distributor that:
(2) holds an uncanceled permit issued under section 17 of this chapter.
(1) is a licensed distributor under IC 6-6-1.1; and

- distributor: means a person that is the first purchaser of gasoline from a refiner, terminal operator, or supplier, regardless of the location of the purchase. See Indiana Code 6-2.5-3.5-1
