The Department for Local Government may promulgate administrative regulations to implement the provisions of KRS § 42.4582, 42.4585, 42.4592, and KRS § 42.4588 as it relates to KRS § 42.4592(1)(a) and (b). The Cabinet for Economic Development or the Kentucky Economic Development Finance Authority may promulgate administrative regulations to implement the provisions of KRS § 42.4588 as it relates to KRS
42.4592(1)(c).

- branch budget: means an enactment by the General Assembly which provides appropriations and establishes fiscal policies and conditions for the biennial financial plan for the judicial branch, the legislative branch, and the executive branch, which shall include a separate budget bill for the Transportation Cabinet.
