The commissioner shall administer and enforce the provisions of this Chapter and the rules and regulations adopted under this Chapter.  Except as otherwise provided in La. Rev. Stat. 3:3704, the commissioner may employ such personnel as are necessary to implement the provisions of this Chapter.  All employees shall be under the supervision of the commissioner.
