Section 3. The bond shall be deposited in the office of the state secretary; and upon the order of the governor, with the advice and consent of the council, or upon the order of the general court, the attorney general or any other person by them authorized therefor shall commence an action thereon and prosecute it to final judgment, execution and satisfaction.

  • Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
