Section 82. The state treasurer shall be supervisor of funds allotted to the commonwealth from appropriations made pursuant to the federal laws set forth in sections seventy-four and eighty. The funds so allotted shall be expended, without specific appropriation, under the order or the approval of the Massachusetts rehabilitation commission.
