- state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories belonging to the United States; and the words "United States" shall be construed to include the district and territories. A candidate for office, as that term is defined in section 3 of the candidate for office financial disclosure act, must file the financial disclosure report required under section 5 of the candidate for office financial disclosure act with the department of state before that candidate for office assumes office.
