‘Professional incompetence’ means lack of ability to practice psychology safely and skillfully arising from:

- controlled substance: means a drug, immediate precursor or other substance which is listed in schedule I, II, III, IV or V for control by the State Board of Pharmacy pursuant to NRS 453. See Nevada Revised Statutes 0.031
1. Lack of knowledge or training;
2. Impaired physical or mental ability; or
3. Dependence upon an alcoholic beverage as defined in NRS 202.015 or any controlled substance.
