Any person who wishes to dispute fees or charges against him or her by the state under this subdivision shall be entitled to a hearing before the commissioner or his or her designee in accordance with the hearing process established by N.H. Rev. Stat. § 260:44, II, which shall be liberally construed so as to also apply to this subdivision.
