The commissioner shall adopt rules pursuant to N.H. Rev. Stat. Chapter 541-A relative to:
I. Format and content of all forms required under this chapter.
II. Proof of eligibility under N.H. Rev. Stat. § 437-A:3, I.
II-a. Administration of the fund established under N.H. Rev. Stat. § 437-A:4-a.
