  • Advice and consent: Under the Constitution, presidential nominations for executive and judicial posts take effect only when confirmed by the Senate, and international treaties become effective only when the Senate approves them by a two-thirds vote.
  • state: when applied to different parts of the United States, may extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall include said district and territories. See New Hampshire Revised Statutes 21:4
The proceeds from the sale of bonds and notes hereunder, except accrued interest, and from any advances under N.H. Rev. Stat. § 6-A:5 shall be held by the state treasurer and paid out by the treasurer upon warrants drawn by the governor for the purposes for which the bonds were authorized. The governor, with the advice and consent of the council, shall draw a warrant for the payments from such funds of all sums expended or due for such purposes.
