- Appropriation: The provision of funds, through an annual appropriations act or a permanent law, for federal agencies to make payments out of the Treasury for specified purposes. The formal federal spending process consists of two sequential steps: authorization
- Temporary or outdoor poor: means poor persons who can be relieved temporarily at their domicile or without being maintained in an almshouse or welfare-house. See New Jersey Statutes 44:4-1
Any unexpended balance of such municipal appropriation shall be carried over and made available for the relief of the temporary or outdoor poor within the municipality for the next ensuing year.
