The secretary shall establish within each division such bureaus as the secretary deems necessary to carry out the provisions of the Health Care Authority Act. The secretary shall employ a chief to be administrative head of any such bureau. The chief and all subsidiary employees of the authority shall be covered by the Personnel Act [N.M. Stat. Ann. Chapter 10, Article 9] unless otherwise provided by law.
