If the county commissioners shall fail, refuse or neglect to comply with the provisions of N.C. Gen. Stat. § 106-351 to 106-363, the State Veterinarian shall apply to any court of competent jurisdiction for a writ of mandamus, or shall institute such other proceedings as may be necessary and proper to compel such county commissioners to comply with the provisions of N.C. Gen. Stat. § 106-351 to 106-363. (1923, c. 146, s. 6; C.S., s. 4895(u).)

  • Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
  • state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall be construed to include the said district and territories and all dependencies.   • Writ: A formal written command, issued from the court, requiring the performance of a specific act.
