(1) A city-county may establish service districts as provided by ORS § 199.705 to 199.795 and ORS Chapter 451. For the purposes of ORS Chapter 451, a city-county shall be considered a county and the city-county legislative body shall be considered a county court. The charter may delegate or provide for the delegation of executive and administrative responsibilities in respect to service districts to the chief executive officer and administrative departments of the city-county.

(2) In addition to those districts authorized under ORS § 451.010, a city-county may create service districts for any purpose authorized by its charter. [1973 c.745 § 8]
