The Department of Transportation shall not issue renewal of registration unless the department receives proof of compliance with pollution control equipment requirements under ORS § 815.310. This section is not applicable to vehicles exempt from the requirements of this section by ORS § 815.300 or to vehicles registered under the provisions of ORS § 805.045 or 805.060.
