Utah Code 41-22-20. Public land administrating agencies to develop facilities and programs

All public land administering agencies are encouraged:

(1)	to develop and maintain trails, parking areas, rest rooms, and other related facilities appropriate to off-highway vehicle use; and

Off-highway vehicle: means any snowmobile, all-terrain type I vehicle, all-terrain type II vehicle, all-terrain type III vehicle, or motorcycle. See Utah Code 41-22-2
Public land: means land owned or administered by any federal or state agency or any political subdivision of the state. See Utah Code 41-22-2

(2)	to promote the safety, enjoyment, and responsible use of all forms of this recreational activity.
