(1) A fish guide combination license allows the holder to offer or perform the services of a food fish guide and game fish guide.

(2) The commission must adopt rules to create and sell a fish guide combination license. The cost of the fish guide combination license or licenses must be below a fee equal to the total cost of the individual licenses contained within the combination.
