(a) No person sixteen years of age or older may hunt migratory birds or take migratory birds in the state without first procuring a Connecticut Migratory Bird Conservation Stamp and having such stamp in his or her possession and no person may hunt a resident bird or take a resident game bird without first procuring a Connecticut Resident Game Bird Conservation Stamp. Each such stamp shall not be transferable and shall be issued annually.

(b) The Commissioner of Energy and Environmental Protection shall provide for the design, production and procurement of the mandatory Connecticut Migratory Bird Conservation Stamp and the mandatory Connecticut Resident Game Bird Conservation Stamp and shall, by regulations adopted in accordance with the provisions of chapter 54, provide for the issuance of each stamp. Stamps shall be sold at a price determined by the commissioner, provided the price of a mandatory Connecticut Migratory Bird Conservation Stamp shall not exceed seventeen dollars and the price of a mandatory Connecticut Resident Game Bird Conservation Stamp shall not exceed twenty-eight dollars. The commissioner shall establish an additional voluntary migratory bird and resident game bird conservation donation of not less than two dollars that shall be deposited in the migratory bird and resident game bird conservation account established under § 26-27c. Any agent issuing such stamps may retain a fee established by the Commissioner of Energy and Environmental Protection pursuant to § 26-3c for each stamp sold and shall remit the balance to the Department of Energy and Environmental Protection.
