     If any State Mine Inspector finds that any provision of this Act is being violated, he shall file a sworn complaint before the circuit court, stating the facts within his knowledge in such case and asking that the person charged with such violation be bound over to the next grand jury for the county. The State’s Attorney for the county in which such violation occurs shall prosecute such complaint, as provided by law in other State cases.
