Sec. 21. Sections 12 through 20 of this chapter apply to a vacancy in an office to be filled under:

(1) this chapter; or

(2) Ind. Code § 3-13-6, Ind. Code § 3-13-7, Ind. Code § 3-13-8, Ind. Code § 3-13-9, or Ind. Code § 3-13-10.
