Notwithstanding the provisions of Kan. Stat. Ann. § 11-321, and amendments thereto, and Kan. Stat. Ann. § 11-201a, and amendments thereto, for the purpose of making applications for grants, the secretary of state and any political subdivision of the state may use any census data available.
