state: means :

(1) a state, possession, territory, or commonwealth of the United States; or

(2) the District of Columbia. See

The Department shall:

(1) keep a current list of the public local laws of the State;

(2) keep the list accessible to the members of the General Assembly at all times; and

(3) subject to § 2-1257 of this subtitle, annually submit the list to the General Assembly.
