Whenever the treasurer shall pay a general or special appropriation from the general fund on behalf of any state agency and the source of funds for such appropriation is from a fund separate from the general fund, such agency shall reimburse the treasurer concurrently. If such agency fails to reimburse the treasurer concurrently, the treasurer may transfer funds from the agency’s account to cover the payment and lost interest.
