Not earlier than five days nor later than 10 days after the results of any municipal election have been officially determined and published in accordance with N.C. Gen. Stat. § 163-182.5, the chairman of the county board of elections shall issue certificates of election, under the hand and seal of the chairman, to all municipal and special district officers. In issuing such certificates of election the chairman shall be restricted by the provisions of N.C. Gen. Stat. § 163-182.14 (1971, c. 835, s. 1; 2001-398, s. 14; 2011-31, s. 24; 2017-6, s. 3; 2018-146, s. 3.1(a), (b).)
