(a) The councils are to provide citizen participation in policy planning and shall be representative of service recipients and their families, service recipient advocates for children, adults, and the elderly, service providers, agencies, and other affected persons and organizations. At least a majority of each council’s membership shall consist of current or former service recipients and members of service recipient families.

Terms Used In Tennessee Code 33-2-203

  • Department: means the department of mental health and substance abuse services. See Tennessee Code 33-1-101
  • Representative: when applied to those who represent a decedent, includes executors and administrators, unless the context implies heirs and distributees. See Tennessee Code 1-3-105
  • Service recipient: means a person who is receiving service, has applied for service, or for whom someone has applied for or proposed service because the person has mental illness or serious emotional disturbance. See Tennessee Code 33-1-101
(b) Notwithstanding subsection (a), the regional citizen-based planning and policy councils established by the department of mental health and substance abuse services shall strive to ensure that at least a majority of each council’s membership consists of current or former service recipients and members of service recipient families.
